forces in Latin America, Gen. Paul Gorman, intends to cancel medical and other humanitarian aid being provided by American troops in the region because of a recent General Accounting Office ruling. Defense Department officials said yesterday. The GAO, an investigative agency of Congress, concluded that financing of these activities was improper. Gorman, head of the Southern Command with headquarters in Panama, reportedly told Defense Secretary Caspar Weinberger and the Joint Chiefs of Staff in a confidential message that he intended to cancel such projects in Panama, Ecuador, Costa Rica and Honduras.

In addition, the Pentagon officials said, Gorman asserted that American troops could not conduct joint exercises with Honduran forces, as in the Granadero I maneuver that ended yesterday, if a "Monday-morning quarterback" would find such operations illegal. Gorman's four-page message was prompted by a GAO ruling disclosed last Sunday that the Defense Department's humanitarian actions in connection with recent military maneuvers were "an improper use of funds." The GAO also found that the financing of large-scale military construction and training activities by U.S. forces in Honduras had been improper. The report focused on the recent maneuver in Honduras called Big Pine II and the facilities built to support it Humanitarian aid provided by U.S. military forces has represented a tiny fraction of U.S.

military spending in the region. For example, Big Pine II cost $79.6 milllion, of which less than $1 million was spent for medical assistance and other civic action. For the future, the officials said, Gorman planned to exclude humani- tarian assistance from combined maneuvers with Honduras. In other news from Central America, Gorman said Friday night that leaders of Nicaragua's leftist Sandi-nista government are involved in drug trafficking in the region. He made the allegations during a speech at an American Chamber of Commerce meeting in San Salvador.

Departing from his prepared text, Gorman said drug traffickers buy off governments, and are "conduits for subversion," adding that "the commanders of Nicaragua are deeply involved in these movements in the region." He refused to elaborate on the drug claims, saying only, "More will come out later." Kennelly had been a resident of Royal Palm Beach since 1977, coming here from Seneca Falls, New York. He was Senior Investigator of the Bureau of Criminal Investigation Division of the New York State Police until his retirement in 1971, after 24 years of service with the Department. Mr. Kennelly was a member of St. Rite's Catholic Church, Wellington.

He was a Veteran of World War II, having served with the U.S. Navy, a member of the Finger Lakes Law Enforcement Associates and Post 366 of the American Legion, both of Seneca Falls, NY and a member of the Police Benevolent Association State Troopers of New York. He is survived by his wife, Mary K. Kennelly of Royal Palm Beach, FL; two sons, Thomas Patrick Kennelly of Waterloo, NY and Dennis James Kennelly of Ashland, OH and a daughter, Mrs. Patrick (Terese) Sheehe of Lyons, NY.

He was a life member of the Pahokee Elks Lodge No. 1638 and had served as Exalted Ruler and five year trustee. He was a Past Chairman of the Everglades Memorial Hospital Board, a Past Director of the Pahokee Chamber of Commerce, former area committee chairman for the Boy Scouts of America, a Past President of the Pahokee Lions Dub. He had served as State President of the Florida Farmers Cooperative and for 26 years served as Chairman of the nominating committee of the Florida Fruit and Vegetable Association.

For thirty years he served on the Pahokee State Farmers Market Board and during WWII served as Chief Air Raid Warden for Pahokee. Surviving are his wife, Tina Elliott of Pahokee; three sons, Charles Edgar Elliott of Pahokee, Jess Pat Elliott of Atlanta and Michael Joe Elliott of Gewiston and two grandchildren.
