Don't miss this fabulous special! lVlSt -1 1 i llEmerges Court Boyd Earns Respect Aher 75 Scandal TALLAHASSEE (AP) Joe Boyd has emerged as an activist chief justice after surviving a scandal in Florida's Supreme Court, threat of impeachment, ostracism by his colleagues and a bout with cancer. Boyd, 68, is spearheading a cam-. paign to computerize the judicial sys- tem and eliminate outmoded rules and practices that cause trials to drag on unnecessarily. Of three justices embroiled in scandal a decade ago, Boyd was the only one to remain on the high court.

"I survived one of the most vicious, political assassination attempts in the history oi Florida," Boyd recently told the Tampa Tribune. "I survived because, first of all, I hadn't done anything improper. It was a vicious, political conspiracy, not only against me, but against a lot of other people. "A lot of others peacefully walked away. But having been in the Marine Corps and having been a Miami truck driver, I did not choose to leave town to please my enemies." In 1975, he and Justice Hal Dekle were accused of improperly receiv-, ing and using a secret memorandum from a lawyer for Gulf Power which was trying to levy an additional charge on its customers.

The document effectively was a draft opinion in the company's favor. Boyd denied letting the memo influence his vote. After finding the document on his desk, Boyd said he tore it up and flushed it down a toilet. Boyd was investigated by the Judicial Qualifications Commission and found guilty of gross misconduct. The" commission recommended that he be removed from the court.

A special panel of circuit judges rejected the commission's recommendation and instead reprimanded Boyd. Dekle resigned from the court when his impeachment appeared possible. Another justice, David McCain, also resigned, but over unrelated misconduct allegations. Boyd would have been chief justice in 1976 under the court's system of rotation, but he was passed over then and three subsequent times in favor of other justices, usually over the objections of his closest court colleague, Justice James Adkins. Last year, Boyd finally was elected chief justice.

Adkins said there in no discord now among the justices, but he added that Boyd is shocking some of his longtime critics and receiving respect and credibility that is overdue because of his stands on judicial reform. Currently, Boyd is thinking about ways to streamline the state's judicial system and make it work more efficiently. Report Criticizes Federal, State Aid to Blacks MIAMI (AP) The state's commitment to helping struggling, inner city businesses "has been at best halfhearted and erratic" since the 1980 Liberty City riots, a grand jury report says. The report, issued Wednesday, also criticized the federal government, saying it "has done little or nothing" to help blacks. But it praised Dade County's efforts.

The grand jury was impaneled to investigate how black economic development in Dade County has progressed since the riots in the predom-inantly black Liberty City neighborhood. Eighteen people were killed and millions of dollars in damage was reported after the In its report, the grand Jury urged that only one coordinating agency be established preferably by Dade County to implement economic development strategy in area.
