The study says Florida is at the bottom of the pile when compared to all other states in how its public universities meet the needs of the population.

And it's ranked 38th nationally when all of its public and private universities, colleges and junior colleges are added in. "As far as the state is concerned, it is neither fulfilling the higher education needs of its citizens today, nor is it making any plans for the future," said Ed Robertson, director of UNF's Survey Research Center. Robertson said he based the study on 1980 census figures and 1980-81 college enrollment figures, comparing total state populations and the population group aged 15 to 24, which includes typical college-age students, with the number and locations of higher education facilities. He said that of 79 metropolitan areas with populations of 500,000 or more, only seven do not have four-year state universities. Three of these are in Florida: Fort Lauderdale, Jacksonville and West Palm Beach.

"This study was primarily done to bring attention to a problem that exists," he said. "And if you go out to the year 2000, Florida is going to have a very substantial growth, and if it doesn't do something in the meantime, it is going to have a problem with meeting its higher education needs."
