By George E. Jordan Cox News Service MIAMI Army Pfc. Hugo Romeu called relatives in Miami from Havana this week, confirming that he indeed had returned to his native Cuba, Ro-meu's. mother said. "Yes, that is my son," Enna Romeu, a Miami dentist, said yesterday.

"He called to tell me he is there and he's OK." Added his mother: "I'm still trying to get over the shock." Radio Havana and the Cuban communist newspaper Gamma reported Monday that an Army captain named Hugo Romeu Almeida had defected to Cuba from Stuttgart, West Germany. The Army, at first denying such a person existed, later speculated the man was Romeu, a private who had been absent without leave since July 3 from his post at the Fifth General Hospital at Bad Cannstatt, northeast of Stuttgart. Romeu, a medical laboratory technician, was declared a deserter Aug. 7. He initially was misidentified because the last name released by Cuba, Almeida, his mother's maiden name, does not appear on Army records, said Defense Department spokesman Lt.

Col. Keith Schneider. Born in Cuba, Romeu became a naturalized U.S. citizen in 1967. Since the initial reports of the defection, the Army has disclosed that two months before he was listed as AWOL, Romeu, 31, was demoted in rank and barred from re-enlistment for "a pattern of misconduct." The Cuban government news agency Prensa La- tina said Romeu left the Army because he disagreed with U.S.

policies in Central America. A Defense De- partment spokesman said Romeu had no security clearance or access to military secrets. E.
