2A THE PALM BEACH POST TUESDAY, APRIL 19, 1988 SF Blackout affects Quebec, some U.S. areas Newsmakers The Associated Press MONTREAL A widespread power failure Monday night blacked out Quebec and parts of New Brunswick province, affecting millions of people including some in scattered districts in Maine and Vermont. Hydro Quebec, the provincial power utility, said the power outage began at 8:09 p.m. EDT. Among the blackout victims was television coverage of the Adams Division final game between the Montreal Canadiens and the Boston Bruins of the National Hockey League.

The game at the Montreal Forum was interrupted in the first period but then continued with the use of emergency lights. Montreal won 5-2. Hydro Quebec spokesman Jean-Guy Oui- met said the breakdown began on a power line between Churchill Falls, Labrador, and the Ar-naud generating station near Sept-Iles, Quebec, but the cause was was not known. "The problem came from the Churchill Falls power house. For some reason the power stopped coming" and that caused an overload on other lines, he said.

Power was being restored in one area at a time, he said. Cities on the New York side of the border were not affected because the state does not operate on the same system, according to a spokesman for New York State Electric and Gas. In Montreal, street lights and traffic sig nals blinked out and passengers were rescued from stalled subway trains. Hospitals used emergency generating systems and said there were no serious problems. Police reported no looting or other disturbances, but the armed forces said military police patrols were reinforced at armories.

Hydro Quebec and Bell Canada officials pleaded with people not to use the strained telephone system, but many radio stations lost their transmitting facilities and were unable to broadcast the appeals. Gerry Morris, an official with the Vermont Electric Cooperative, said about 800 homes in the Canaan and Norton areas were blacked out for about an hour.
