Sugar farmers argue that in some cases they give back more water than they take. They say they give it to the system in the form of rainfall on fields that is drained into reservoirs. In those instances, they should get full credit and pay no taxes, Miedema said. "We should be fair with this thing," said Estus Whitfield, environmental adviser to Gov.
