SMOTHER DEATHS: Franklin Hall Williams, 72, Mmer U.S. ambassador to Ghana and president of an educational fund for blacks and American Indians Herman Finkelstein, 87, general counsel for the American Society of Composers, Authors, and Publishers for nearly four decades. Finkelstein began serving as ASCAP's counsel in 1936, establishing its legal department in 1942 Morris Levy, 62, who owned the jazz nightclub Birdland and whose record company produced such hits in the 1950s as Why Do Fools Fall in Love and Peppermint Twist Scott W. Skinner, 65, co-founder of Eisenhower College. He and a friend, John Rosenkrans, opened Eisenhower College in Seneca Falls, N.Y., in 1968.
