Andrews declined to be interviewed for this story and didn't respond to a written question about concurrency. Ross is a member of means are exhausted. Andrews opened his campaign account a year ago and has outraised his opponent nearly 10-to-l. He has raised $24,376, including a $100 loan to himself, compared with Ross' $2,525, which includes a $1,900 loan Ross made to himself.

Ross opened his campaign account only last month. Big business and statewide organizations are backing Andrews. His contributions are almost exclusively $500 and $250 donations and about 80 percent are from outside Palm Beach County. Ross' contributions are small amounts. The largest, $150, is from Boca Raton Mayor Carol Hanson.

The winner of the primary will face Democrat Jim Jones in the Nov. 3 general election. By Mary Lou Picket Palm Beach Post Staff Writer DELRAY BEACH State Rep. Bill Andrews, a conservative two-term Republican who supported counting portable classrooms as real classrooms and who favors breaking up the large countywide school districts, is facing one challenger in the Sept 1 primary for House District 87: Pompano Beach lawyer and Republican Party activist Robert Ross. Ross, 42, of Boca Raton, said he's running mostly because of the law passed last year that counts portable classrooms as legitimate learning space.

It technically solved the state's school crowding problem by changing the definition of a classroom. "That was the most irresponsible piece of legislation passed in 1997," Ross said. Ross said the answer to school crowding is concurrency, which limits development in an the National Rifle Association but doesn't own a gun. He used to handle First Amendment cases for the American Civil Liberties Union in New Jersey and said that the most important function of government is to protect the safety of its citizens. He believes there's a need for environmental preservation and growth controls.

The $1.8 million budget calls for buying a firetruck and adding a firetruck bay onto town hall.

Also, two public safety officers will begin work in July to prepare for the town's taking over its own fire service in October 1999. Manalapan buys fire and rescue service from Palm Beach County, but its contract is ending. Commissioners have set a tentative tax rate of $3.25 per $1,000 of taxable property value, 8.3 percent more than the present $3. The owner of a $1 million home with a homestead exemption would pay $3,168.75, compared with $2,925 now if taxable property values remained the same. But because property values have risen an average of 9.6 percent, the average homeowner will pay 19 percent more.
