Palm Beach Post, Monday, January 17, 1977 C3 Cabinet To Consider Swap Of 3,200 Acres in PB County TALLAHASSEE (UPI) The Department of Natural Resources (DNR) is ready to seek Cabinet approval of a new kind of land swap allowing the state to acquire more of Rotenberger township in the Everglades Agricultural Area. DNR will outline before Cabinet aides Wednesday and then their bosses Jan. 25 a proposal to adver tise for bids to swap 3,200 acres of prime sugar cane land in Palm Beach County valued at $2 million for Rotenberger acreage. i The proposal would supplement a $3.9 million purchase of 6,248 acres of Rotenberger approved by the Cabinet in February 1975, after a squabble between hunters, conservationists and sugar cane growers. 300 Soldiers Search For A rmy "It's the first time we've gone out and advertised for bids to swap land," said Don Duden, DNR assistant director.

"Usually, we've negotiated a land swap on a one-to-one basis and usually the people with land to swap have come to us on their own." All of the land involved is in Palm Beach County south of Lake Okeechobee and in the giant agricultural area designated by Congress when it created Everglades National Park. Duden and Natural Resources Director Harmon Shields proposed the "trade bid" arrangement in September and submitted it to Lt. Gov. Jim Williams to make sure it would not conflict with division of land planning plans to reduce the nutrient-oxygen content of Okeechobee. Rotenberger is adjacent to Holey-land Township which might be flooded under the division's anti-eutrophi-cation project.

"The lieutenant governor personally approved it so we're ready to proceed," Duden said. At least one giant sugar cane company, Gulf and Western is interested in the land swap "and we believe there will be others," he said. The state will only swap for Rotenberger land and only four or five firms have huge tracts in the area.
