Commissioners had hoped to use those savings to help offset this year's loss in revenue sharing. Several commissioners fear the loss of an an additional $18 million from Tallahassee next year. The sheriffs proposed 1999-2000 budget is about $211 million. Although grateful for the extra money, Neumann said, "We're at a definite crossroads when it comes to providing citizens with, the best services.

As we continue to grow, we're struggling." The sheriffs office still needs a complete overhaul of its computer system, he. said, which will cost up to $12 million. Under the proposed budget, which will be approved in September, the sheriffs office will get 77 new employees, Neumann -said. About half will be patrol officers. county ends up paying the employees' salaries.

"The state is always sticking it to our county taxpayers," Aaronson said. Instead of blanket class-size reductions districtwide 1 which would cost millions more only specific schools would benefit initially, Kowal told the board at a budget workshop.

Reading classes for kin- first and second-graders would be cut from an average of 26 to just 15 students for 90 minutes a day. But only the 19 worst elementary schools would get the money next year. The rest would get phased in over 1 three years. School board members liked the idea but they still want to talk about other class-size reductions. Some 'board members said they were concerned that spend-; ing more money on the lowest-performing schools would take dollars away from other needy schools.

Next year, the smaller reading classes would cost $3.6 million, including $1.8 million for additional reading teachers and $1.1 million on "reading intervention teachers" to train other teachers. About $360,000 would be spent on a district-level "implementation team" to put this proposal into action. Over three years, the program will cost $19.4 million. School Board Chairwoman Sandra Richmond said it seemed that the proposal had too many layers of bureaucracy, but staff members as sured her they were necessary. The reading intervention teachers would be working like coaches, often in the classroom.

"When class size is tied to specific areas where you want specific outcomes, you can get them," Kowal said. The proposal also included limiting algebra class size to 20 students in all the high schools and in five middle schools next year. It would cost $2.8 million, including $1.7 million for the high schools and $285,725 for the middle schools. The other middle schools would be added the following year. "Our algebra is abysmal.

We know we can get better, but we need to provide extra assistance," said curriculum Director Bettye Roth. School board member Tom Lynch said he'd support both programs and he urged other board members to send a clear message of support so that district staff could begin recruiting additional teachers. But a clear message wasn't forthcoming. Richmond wondered if something shouldn't be added to help elementary students with math. And school board member Art Johnson with five minutes left in the workshop unveiled a plan to reduce class size in middle and high schools at no cost, he said.

His plan relied on a switch from traditional six or seven-period days to block scheduling. In the end, it became clear that the board needed to meet again to decide where they want to spend their money. Another budget workshop will be added in June. Baby loses mom at bus stop in case that baffles Stuart Court ends privacy suit over photo By Scott Hiaasen Palm Beach Post Staff Writer Jacqueline Porzio Dinin said she was mortified when she saw a racy picture of herself wearing only a towel in a book on boudoir photography. But her embarrassment came three years too late.

Dinin and her husband sued a Fort Lauderdale photographer in 1995 for publishing a risqu photo of Dinin in a book called Secrets of Boudoir Photography. The Boca Raton woman had asked the photographer, Robert Hurth, in 1987 to take some sexy pictures of her for her husband but she said she never intended that they be published. Last year, the case went to trial, and Dinin won a $125,000 jury verdict. But on Wednesday the Dinins' invasion of privacy suit was thrown out by the 4th District Court of Appeal because it was filed three years after the statute of limitations had expired. Under Florida law, the court said, the Dinins should have sued in 1992, within four years of the book's 1988 publication date.

But Dinin said she didn't know about the book until seven years after it was published. Dinin could not be reached for comment Wednesday. Hurth, who has published three other photography books, said he felt vindicated by the court's decision. He said he routinely has his customers sign waivers to appear in the books a condition imposed by his publisher and he believes Dinin signed one as well. Police find man dead in his car Palm Beach Post Staff Reports DELRAY BEACH Police found a dead man Wednesday night sitting in a roofless Chevrolet Monte Carlo near the 1400 block of Northwest Second Street.

Born and raised in Camden, SC, he moved to Miami, FL in 1925. He was a graduate of Stetson University and worked for the Miami Colonial Hotel, ViUa de Este Hotel, and the Whitman Hotel. After he served as Food Controller for Pan American World Airways. In 1955, he moved to Winter Park, FL and was the owner of a building specialties company until his retirement. As a member of the First Baptist Church of Winter Park, he was honored as a deacon emeritus.

In 1988-89 he served as president of the Winter Park Kiwanls Club and was recognized tor leadership accomplishments as a "Distinguished Club President" from the Florida District of Kiwanis International. In 1989, he moved to Camden, SC, where he was active in Kiwanls and was selected as a delegate to the International Kiwanis Convention In 1990. He returned to Florida in 1997 and resided In West Palm Beach, where he attended the First Baptist Church of West Palm Beach and was a member of the West Palm Beach Kiwanls. Charles is survived by his sons, Jon Spradley and wife Ruth Nemec of West Palm Beach, FL, and Daryl Spradley and wife Peggy Pink of Longwood, FL; brother, Gordon Spradley and wife Doris of De Bary, FL; and his grandchildren Jon, Benjamin, Jeffrey, Kristen and Janelle. Mclnemey supported his church and community through his unselfish giving of time and money to numerous social and philanthropic enterprises, including the Grand Rapids Dioceses, as Past President and Chairman of the Board of the American Cancer Society (Kent County), the Opera Association of West Michigan, as Chairman of the Grand Rapids Dioceses and Aquinas College Development and Planning Boards, Kent County United Way, St. Johns Home, and the Regional Hospital Planning Board.
