83 THE PALM BEACH POST TUESDAY, OCTOBER 3, 2000 Slain teen's mother pushes gun control 'My whole life changed Nancy Widell-Rousseau said. By Ron Hayes Palm Beach Post Staff Writer WEST PALM BEACH The mother of teenager Nicholas Megrath, who was shot to death in May 1999 during a robbery at a Ghick-fil-A restaurant, spoke about her loss publicly for the first time Monday night, joining the local chapter of the Million March in a call for stricter gun-control laws. "I believe we need to stand behind the Million Mom March and make this a safe place to live," Nancy Widell-Rousseau told about 40 people in the lobby of the Cuillo Center for the Arts. The gathering marked First Monday, an annual event organized by Physicians for Social Responsibility and the Alliance for Justice to highlight social problems. "It's very important we stand up for gun legislation.

I feel we need a way to speak out, not to tell people they don't have a right to firearms, but for common-sense laws to prevent gun violence." Megrath, 18, a senior honor student at Forest Hill High School, was working as a night manager at the Palm Beach Mall restaurant when police found him bound with tape and shot to death after he failed to return home from a Saturday night shift "From that moment, my whole life changed," Widell-Rousseau said, speaking in a soft but firm voice. The next few months were a blur. I thought about ending my life just so I could be with him. The community and my friends were very supportive, but nothing they said made any difference. I couldn't begin to make you see how deep the pain goes." As she spoke, an open guitar case sat on the floor not far away, containing her son's beloved Fender Stratocaster guitar and a silver box containing his ashes.

"Nicholas is constantly on my mind," his mother said. "I think about him when I wake up and when I go sleep, and if I could remember my dreams, I'm sure I dream about him, too." A former employee at the restaurant, Jesse Lee Miller was arrested Thursday and charged with murder and armed robbery in die case. Police say Miller was fired in February after Megrath gave Miller a poor job performance report Otto Richard Wright also has been arrested in the case. Widell-Rousseau refused to comment on status of the case Monday night except to say, The police are doing a fantastic job." ronhayespbpost.com LnJ Ve kids SCOTT WISEMANStaff Photographer Nancy Widell-Rousseau, mother of Nicholas Megrath, speaks at the local First Monday event at the Cuillo Center for the Arts. She spoke out for tougher gun control laws Monday night.

fc0ILLDK Defray police challenged with keeping officers I Police continue search for missing man's body My biggest concern is not with recruiting but with keeping the ones that I have here. RICHARD OVERMAN Delray Beach police chief about $33,000. The starting police salaries in Boca Raton and Boynton Beach are near $34,000. "I don't want to say that whatever the city does will be a perfect fix," Overman said Monday. "Some (officers) just want to get out of the business.

Of particular concern to me are the officers who leave this agency and go to another one." Overman said he is working with the union to improve its contract but declined to talk specifically about changes until they are official. The current contract expires October 2001. Glen Rashkind, a Delray Beach police union representative, has said officers are seeking more benefits, such as take-home cruisers. danldavlespbpost.com By Dani Davies -Palm Beach Post Staff Writer DELRAY BEACH All the factors that lure police officers away from their jobs better pay land benefits elsewhere, burnout, injuries are draining the Del-ray Beach Police Department of its force. Three resignations in one week prompted a Sept.

28 memo from Police Chief Richard Overman to City Manager David asking for help with the problem, which Overman called "way beyond the norm." Of 156 officer positions in the department, only 127 are active nearly 20 percent below capacity. The chief wants the vacancy rate to be under 10 percent at all times. There are fewer people who really, really want to be police officers have college educations. Overman said the depletion is straining his overtime account as well as causing a morale problem because officers have a hard time getting time off. The lack of officers has limited the department's community policing efforts, according to the memo.

Of the three officers who resigned the week before the memo, at least one officer, maybe two, are going to the Palm Beach County Sheriffs Office where the starting salary for a deputy is bail after his arrest Friday at his home. He is expected to be extradited to Palm Beach County this week where he is expected to be charged with first-degree murder, police said. Police believe Daigle helped kill Pettersen, a cook at Carrabba's Italian Grill in Delray Beach, after a fight on Sept. 24 in Delray Beach. Daigle then disposed of his body in a trash bin in Broward, police said.

Investigators spent the weekend with cadaver dogs to find Pettersen's body in a landfill run by Waste Management Inc. in Pompano Beach. BSO found Pettersen's car abandoned nearby in Pompano Beach. Dogs sniffed through an area 15 feet deep, 100 feet long and 170 feet wide. No body was found as of Monday.

Interviews with Pettersen's associates led police to Daigle. 9 Haitians apprehended in Palm Beach Cases rise in football season By Johnny Diaz The Miami Herald Delray Beach police and the Broward County Sheriffs Office continued conducting a backward murder investigation Monday. They have a suspect in custody. Now, they have to find the victim's body. Still in jail on first-degree murder charges is Tommy Ray Daigle of Coconut Creek.

Police say he helped fatally beat Boynton Beach cook Matthew Pettersen, who had been missing for a week. Delray Beach detectives Monday were looking to interview more of Daigle's associates, who may have helped dispose of Pettersen's body, said Jeff Messer, Delray Beach police spokesman. "We are still working on contacting other people," added Messer. "We don't want to give away the cards in our hands."
