By Peter Donald Palm Beach Post Staff Writer Under grants announced Tuesday by the Children's Services Council of Palm Beach County, $3.2 million of new money will be available for prenatal care, child abuse prevention and the promotion of positive parenting in high-risk families, officials said. The money comes from sources such as The Ounce of Prevention Fund of Florida, a private nonprofit corporation, and the Robert Wood Johnson Foundation. Additional money is being supplied by a partnership of children's services groups, including the Health Care District, the Quantum Foundation and the Florida Department of Children and Families. Palm Beach County now joins Healthy Families Florida an $8.6 million statewide initiative now active in 26 counties.

The program modeled on the Healthy Fami halt child abuse before it starts. Using data trom home visits and hospital interviews, 220 families from the Glades and Riviera Beach will be targeted for intervention services. The criteria used to select high risk families includes reports of child abuse and neglect, poverty, low birth-weight babies, single female heads pi households and teen pregnancies. A separate program Healthy MothersHealthy Babies is aimed at getting high risk women who are pregnant into prenatal care in the first part of their pregnancies. A third program, paid for by the Robert Wood Johnson Foundation, will provide substance abilse counseling to clients of the Palm Beach County Healthy Start Home Visiting Program.

Rep. Lois Frankel who officials said was instrumental in securing the money and crafting the new programs said many young lives slip away because of early neglect. "I'm tired of treating problems after the fact," Frankel said. "We can be leaders in getting children off to a good start." That's what police say Henry Mann did. Lake Worth officers chased the van through parts of their city and onto the interstate Monday after a woman called 911 from her bedroom closet to say someone was burglarizing her house. Officers arrived while the men were still there, but they jumped in the van and sped away. Officers followed as the van struck another car, injuring a female passenger, but called the chase off on 1-95 because they were afraid the burglars could hurt someone else. Later Monday, West Palm Beach police found the stolen van behind a grocery store near 2100 Congress Ave.

Many numerous nieces and nephews left. He was a member of Local 402, Iron Workers for 18 years. THOMAS E. PETERSON Mr. Peterson was born and lived In Chicago) and for the last 12 years in North Palm Beach.

Mr. Peterson was in the retail and wholesale meat business, was an avid racehorse fan, and a former owner of an Indianapolis 500 winning car. Mr. Peterson is. survived by his wife, Muriel "Mimi" Griffin, a long time Palm Beach resident: two sons: Bill Peterson and Randy Peterson of Chicago, Daughter Pamela Heart of Hawaii, Step-son Joseph Griffin of Palm Beach and a Step-daughter Joan Merlo of Glencoe, Illinois.

Mr. Peterson was 82 years old. Memorial Mass will be held at 11am Tuesday, February 2, 1999 at St. Paul of the Cross, 10970 S.R. A1A, North Palm Beach (Next to Lost Tree Village).

WILLIAM D. ENGLISH Mr. English, 82, of Roxton Lane, Palm Coast, died Sunday at his home. He was born in Philadelphia, Pa. and moved to this area 3 years ago from West Palm Beach.

He retired from the Integon Insurance Company. He was a member of the First Baptist Church Palm Coast. He is survived by: his wife of 62 years Virginia; his son, Robert William of the Hammock; daughters, Joan Smith of the Hammock and Michelle Fishet of Palm Coast; a brother, Bryson of St. Petersburg; 9 grandchildren and 10 great-grandchildren. Funeral service will be held Thursday at at the First Baptist Church.

She was born May 18, 1917 in Remus, MI, the daughter of Clarence and Edna (Pumfrey) Simon. She married Arthur J. Schleede on August 30, 1941 at St. Thomas Church in Ann Arbor, MI. Prior to retirement in 1973, she was Staff Development Director at University of Michigan Women's Hospital, Ann Arbor.

She was member of St. Thomas Church in Ann Arbor and St. Mark's Church in Boynton Beach, FL. She was a graduate of Mercy College of Nursing (RN) in Detroit and employed Jy St. Joseph Mercy Hospital in Ann Arbor, then by University of Michigan Women's Hospital where she was Supervisor of Nursing Services before becoming Staff Development Director.

Survivors include husband, Arthur J. Schleede' of Boynton, FL (formerly of Ann Arbor); daughter, Kathryn Pratt of Canton, MI; brother, James W. Simon of Sand Lake, MI; stepsister, Phyllis MacKay of Grand Rapids, MI; two granddaughters, Rebecca and Elizabeth Pratt of Canton, MI. Funeral services were held December 29, in Boynton Beach, FL at St. Mark's Catholic Chureh; Fr.

KATHLEEN BROOKS FANESE 78, life long resident of New Rochelle, New York, died of cancer Friday, January 22, at her home in Tequesta, Florida. She was born November Uth, 1920 In Philadelphia, PA to Harry S. 4 Kathleen Bright Griffith Brooks. Mrs. Fanese graduated from Olney High School in Philadelphia A attended Taylor Business College.

During World War II she entered the Navy attended Hunter College Iowa State Teacher's College and was stationed in Washington D-C. Bureau of Naval personnel in the Wave Procurement Division. Upon discharge from the service she joined the St. John Associates, Inc. as the Director of Sales Purchasing in 1947.

After leaving St. John Associates in 1960, she joined the Mt. Tom Day School as the Executive Administrator. Then, in 1982, she went to work for Bangor Punta corporation as an Administrative Assistant to the Treasurer. In 1985 she retired to Tequesta, Florida with her husband, Albert.

Mrs. Fanese was involved in the Mother's Club, Garden Club, New Rochelle Hospital League for Service, PTA, Women's Club most recently a volunteer for the Jupiter Medical Center In Pre-Op Waiting and Palm Beach Historical Society. She was an active officer on all the boards of the Presbyterian Church in New Rochelle, as well as Tequesta. She is survived by her daughter Kathleen Victoria Fanese of New Rochelle, her sister Alice Holt of New Rochelle. and Dr.

Harry S. Brooks Jr. of Fort Meyers, Florida. A memorial service will be at 2 pm, Saturday, January 30th, at the First Presbyterian Church of Tequesta. Friends and family are making memorial contributions to the Hospice of Palm Beach, 5300 East Avenue, West Palm Beach, FL 33407.
