(UPI) The pro scouts apparently found two quarterback prospects in yesterday's Senior Bowl all-star game. One, Craig Penrose of San Diego State, already had their attention, as he was the nation's leading college passer last fall. But the other, Richard Todd of Alabama, spent his college career directing the run-oriented wishbone and the scouts really didn't know how well he could throw out of a pro-type offense. Penrose and Todd both had banner days yesterday when the North beat the South 42-33, in a contest that set Senior Bowl records for passing and total offense. Penrose, directing the North in the first and third quarters, completed 12 of 15 passes for 303 yards and three touchdowns.

Todd, the South quarterback, hit on 12 of 23 for 332 yards and two touchdowns, although several of his passes were dropped. Gene Swick of Toledo, the No. 2 college passer last fall and Penrose's backup for the North, completed nine of 15 for 124 yards and two touchdowns and had two intercepted. TUES. WED. ST. LOUIS (AP) The president of the National Collegiate Athletic Association said yesterday that a proposal to share the income from post-season bowl games among all the NCAA's football-playing schools is out of order. Such a proposal is on the agenda later this week when the NCAA completes action on 79 pieces of legislation left over from last August's special convention on methods of economy.

Following the end of the special convention, the NCAA will begin its 70th annual convention. The business agenda for that meeting consists of 224 legislative proposals including establishment of a so-called super football division, a national championship playoff in major college football, athletic scholarships based on need and limitations on squad size. NCAA President John A. Fuzak, associate dean of the School for Advanced Studies at Michigan State University, said Long Beach State University's proposal to share income from bowl games is improper because it assumes such games are official NCAA events when they are merely sanctioned by the association. Fuzak said a joint proposal by Dr.

Stephen A. Horn, president of Long Beach State, to divide the income from the NCAA's $18 million regular-season television package would be allowed to come up for a vote. But Fuzak said he did not think it could get the two-thirds vote required for passage.
