By Scott McCabe Palm Beach Post Staff Writer LAKE WORTH A cruise line is floating a proposal to build a four-piling dock at Bryant Park to charter sightseeing and dinner tours. "It's an attraction. It will bring people into the city," said Lady Lucille Cruise President Joseph Rugare. "They shop.

They go to restaurants. It just helps business." City commissioners Tuesday asked their staff to develop a proposal with the cruise company. They did not set a deadline. The Lady Lucille is a three-deck, 65-foot charter vessel that can accommodate up to 150 passengers for sightseeing and dinner cruises, Rugare said. The vessel docks in Boynton Beach now, and Rugare said he would use both places.

Lady Lucille has her needs, though, including: a ticket office, a storage area at the north end of the park, exclusive rights to dock and after-hours ac cess, four pilings to moor the vessel, and a concrete walkway for loading. Commissioner Lloyd Clager said he couldn't support it because there wasn't enough parking. "In my view, it doesn't do too much for the city," Clager said. Mayor Tom Ramiccio and Commissioner Bo Allen said they liked the concept as long as it didn't cost the city. Rugare said he would be willing to pay any costs Other obstacles include docking the boat along an already weak sea wall, and getting permits from the state and county to build the pilings and dredge about two feet of lagoon bottom.

But the biggest obstacles may be vocal residents. Five years ago, after numerous heated public meetings, the commission finally approved $800,000 for improvements to the park, including construction of the band shell. Later, retirees unsuccessfully opposed a giant $125,000 playground made of recycled plastic and wood and built by about 500 volunteers. scottmccabepbpost.com leased in June, found that just 14 of the system's 67 vehicles fully complied with the ADA. Only 20 buses had ramps and lifts for wheelchairs, the audit said.

The Center for Independent Living of North Central Florida filed a complaint with the U.S. Department of Justice, which enforces the ADA, after the audit was released. Maull received praise from Gainesville leaders for dramatically expanding the bus system during his tenure. Palm Beach County officials hope he can turn around Palm Tran, which has struggled with financial and performance problems, especially in its door-to-door service for the disabled. Maull points out that he has extensive experience in disabled issues, and Maull served as chairman of the state Commission on the Transportation Disadvantaged.

At Maull's request, the city applied before the audit for a state loan to buy 25 wheelchair-accessible buses and 15 vehicles solely for transporting disabled passengers. But Gottsagen, who has been sending copies of the audit to county commissioners, said she'll be convinced when she sees results in Palm Beach County. "It doesn't appear that this is the best choice for Palm Tran," she said. But some advocates for the disabled community aren't encouraged by Perry Maull's past performance. They cite a critical audit of his work as head of the bus system in Gainesville. "I'm deeply concerned about ferry Maull's background in Gainesville," said Shelley Gottsagen, executive director for the Center for Independent Living, a tionprofit program that helps the disabled. "It doesn't appear that he has the ability to provide good service for the disabled passengers that are so dependent on public transportation." Gottsagen points to a city of Gainesville internal audit of the Regional Transit System. The report concluded that the bus line was breaking federal Americans with Disabilities Act by failing to provide 'good service to the disabled.

Maull, 47, ran the Gainesville bus system for three years. He will start as Palm Tran's executive director next month at a salary of about $88,000. He agrees that the Gaines-Iville system has had problems with disabled transportation. But "these are problems that we're dealing with all over the state," he said. Blake was a member of the Knights of Columbus, Palm Beach Council 2075, as well as a member of St. Juliana's Church, West Palm Beach. He is survived by his wife of 39 years, Leona Mae Blake of West Palm Beach; two sons, Michael D. Blake (wife, Stephanie) of West Palm Beach, and Edward D. Blake (wife, Sandy) of Lake Worth, FL; his brother, Howard Blake of Media, PA; and four grandchildren, Corey, Kyle, Nicole, Shelly.

In all, 14 people were sent to hospitals after the 3 p.m.

The rest were less seri-jously hurt and some were released from the hospital late Tuesday. Born March 2, 1951 in New Brunswick, New York. Mr. Keams has been a resident of Okeechobee for 5 1-2 years. Bill was in the pest control business for 12 years where his customers were his extended family. Always looking for new challenges.

Bill pursued a variety of careers. He was a law enforcement officer for the Palm Beach Sheriff's Office, Riviera Beach and Royal Palm Beach during the 1970's and early 1980's. Bill spent many years in the grocery industry management for Procter A Gamble, Hunt Wesson and Martha White Foods. He was truly a man of many talents. He leaves behind, his loving and devoted wife of 28 years, Kathleen Kearns of Okeechobee: his children, Ryan Patrick, Bretl Cameron, Nicole Janine and her husband Shawn Patrick Owens, who was a son to him.
