Control over the town's petty cash fund, blank checks and list of firms it does business with is inadequate, the accounting firm of Nowlen, Holt and Miner concluded after a two-week examination of the town's finance procedures. The company did not say any money was missing. The $40,000 special audit arose from an investigation of Finance Director Marie Crozier, who has been suspended with pay since March 5.

Town Manager Bob Doney said the investigation involves procedures and not mishandling of money. Town officials are withholding the names of town employees who made the allegations against Crozier until an administrative and a police probe are completed, perhaps this week. Crozier did not return calls Monday, and Doney was not available. Doney told council members he would begin work to improve money-handling procedures. The accounting firm recommended that the town establish an internal auditing program, train finance department employees more extensively and update its procedures manual.

Ramirez, 79. died at John F. Kennedy Hospital in Atlantis Sunday morning. Since 1972 Mr. Ramirez was a member and officer of the fraternal Order of Cabailero de La Luz.

Lodge Carmelo Valdez No. 316. He assisted in founding the Order's Lodge Angel Rosa do No. 26, and served as its Maestro Lu-minar. He was also Grand Deputy of the Order's District and Grand Executive and Vice Treasurer of its Florida Lodge.

Mr. Ramirez also helped found several of the Order's Lodges, including Manuel Larin No. 313. Luz de West Palm Beach No. 322 and Gregorio Soon no No.

351. He was a founding member of the Jose Marti Cuban-American Club of West Palm Beach and of the Pan American Lions Club, and a Dean of the Association Pro-Cuba in W.P.B. A native of Cardenas. Cuba, Mr. Ramirez came to the United States in 1962 and moved to W.P.B.

in 1963. After several years as a wekter in sugar mills in the Belle Glade area, Mr. Ramirez became a staff mechanic and welder for Rich's Ice Cream in B. He also was owner and operator of La Caridad Welder Shop. Survivors include his wife, Isabel Ramirez of the home in West Palm Beach; a daughter, Mrs.

Miriam Gargiulo of W.P.B.; three sons. Raul Ramirez. Jr. of Berkeley, Michael Greenhill of Wellington and Eduardo Ramirez of Royal Palm Beach; eight grandchildren; and one great grandchild. Interment 10 a.m.
