The goal is to help older coastal areas compete with newer areas to the west by relying on restraint by the region's biggest cities Palm Beach Gardens and Jupiter. Palm Beach Gardens should approach its growth goals from a regional perspective, cquncil members said during a presentation of the plan, but not through a stringent approach that could prove costly. "It's just a bad signal to send," Mayor Joe Russo said about a proposal to spur coastal growth by requiring commercial or industrial projects west of Florida's Turnpike to develop on at least 100 acres of land and set aside 80 percent of the property for preservation. "You don't want to scare someone off before they have a chance to look," added Council-woman Lauren Furtado.

Also criticized was a proposal for three growth corridors, which designate the city's western urban boundary east of the turnpike. Council members said the boundary should be a bit farther west, to the eastern edge of the Loxa-hatchee Slough. Councilwoman Linda Monroe, a steering committee member, said the plan is not "cast in stone" and can be reworked later this spring after more discussion and an updated county traffic report. Proposed requirements for land preservation set-asides and growth corridors contradict the city's goals and may even discourage prospective developments, a majority of council members said Thursday.

The proposals are part of a growth plan drafted over two years by a 19-member committee of north county officials, business representatives and residents. Mayor Joe Russo doesn't like the plan; Councilwoman Linda Monroe says it can change. She was a first grade student at Seawind Elementary School, Hobe Sound, a member of the performing group ArtStage in Jupiter, a winner in Mary's 1995 "To Be A Star" contest; she was Little Miss Sunburst of Stuart, she was crowned 1995 Little Miss EPA (Eastern Performing Arts) in Cocoa Beach in March, and also received first place in ballet and singing. She recently performed in "Little Star. Little a children's musical in Palm Beach Gardens, and was featured annually in the Algy Dance Wear catalogue. Her last performance was an angel in a solo ballet piece at the Palm Beach Community Center. Sarah's greatest gift was as an organ donor, giving the gift of life to several other children.

CLARA BELLE (LEWIS) ARMENTEROS age 95, passed away peacefully on Jan. 3, 1996 at St. Mary's Hospital. A native of Westmoreland, Jamaica, Clara moved to Cuba in 1922 where she married. She was a resident of West Palm Beach for 24 years.

She was world traveled and one of the two teachers in South Florida certified to teach in French. Spanish and English.

She loved teaching and most recently taught Spanish at Martin County High School. The love of her fellow teachers and students attest to the qualities and love she brought to her work. In addition to the rich collection of friends and relatives both domestically and abroad Cheryl leaves her husband, William G. She later served as secretary to the president of the Bank of Sicily. Mrs. Castellani was the widow of the Late Herb Castellani who was a past officer of the Telephone Pioneers.

The Castellanis were residents of Lake Worth from 1969 to 1984. She is survived by her two sons, George of Oak-dale. California and Herbert of Brea. California; five grandchildren and one great-granddaughter. Family will receive friends at the funeral home from 11 a.m.
