Claude Kirk was handed the proposed $1,536 billion Reneral appropriations bill Thursday, a bill described by Democrats as a "Do It Yourself" kit. With a sweep of his wrist. Krk could sign the bill into law.

But he is expected to veto the entire bill, even though a house senate conference committee drafted the measure so that he could easily line item veto certain provisions and, in effect, write in his own program. FEA Remains Adamant On Sanctions TALLAHASSEE (UPI) The Florida Education Association will not lift sanctions against the state until "the legislature and governor provide for adequate financing of public education." FEA President George Dabbs made the statement In a letter released Thursday. The letter, to Florida Council of 100 Chairman Fred Learey. responded to a plea from the council lor an end to the sanctions because of possible adverse economic effects. "We would urge you to bend every effort to see that the political 'powers that be' In Florida meet in full their constitutional obligation to provide for the liberal maintenance of public education," Dabbs wrote.

"Public education in Florida has now reached the point where the teachers feel it is not possible to perform professional service in these schools. The issue is not teacher salaries, the Issue is educational conditions that have resulted from years of neglect by the political structure of Florida. "We will publicize the conditions of the schools. It is the only course left open to us." Cuba Urges Arabs Fight HAVANA (AP) The Cuban Communist Party newspaper Granma urged Arab nations Thursday to continue to fight i Israel and criticized cease-fire resolutions supported by the Soviet Union in the United Nations last week. Granma said in an editorial Cuba fully backs calls by Algeria for continued war against Israel.

The newspaper made no mention of Cuba's sending troops or other aid to the Arabs. "In the face of these aggressions, only resistance and fighting are possible," the editorial said. "Only combat and revolution are possible. This is the only revolutionary policy." The newspaper did not name the Soviet Union hut said that to seek a cease-fire "without condemning the aggressors or even demanding the withdrawl of the invading troops involved corroboration." The Soviet Union supported cease-fire moves in the United Nations during the Middle East fighting. It failed Wednesday to have the Security Council condemn Israel as an aggressor and demand the withdrawl of Its forces from Arab The proposed budget is some $201 million over estimated Income for 1967 69.

There was no immediate indication when Kirk would act on the general spending bill. Legislators have taken a four-day recess and reconvene Monday. Democrats, in anticipation of action by Kirk, have scheduled a caucus of senate Democrats for 12 noon Monday.

The senate goes back into session at 2 p.m. The bill reached the governor's office after being signed by senate secretary Ed Fraser, who had been away due to the death of a sister. Earlier Thursday, Kirk had breakfast with House Speaker Ralph Turlington, D-Gaines-vUle. Turlington said that the question of what he called "resolving the state's financial dilemma" was discussed. Turlington said he attempted to convince Kirk not to veto the appropriations bill.

"I pointed out that about 70 per cent of all the money is actually for education," Turlington said. He said he could not remember whether a veto was discussed specifically, but that "all of the alternatives" available to both the governor and the legl slature were covered. Discussion also turned to the matter of constitutional revision, Turlington said. "I hope we can get a new constitution passed and voted on by the people this year. I want this very much and we need this very much," said Turlington.

It has been speculated that the legislature would adjourn after the 30day extension and take up constitutional revision in the fall, possibly September, rather than go into it immediately. Joe Earman head of the trustees' budget and finance committee, said he had a study marie by Administrator Harold Wetzel of other Florida East Coasts hospitals and found the local unit to be the lowest In rates on semi private rooms on a list of nine. The move will help toward a future reduction in taxes, Ear-man said. Other room and ward rates will remain the same. Earman was also successful in seeking approval of setting aside $70,000 in next year's budget to conduct a thorough study in three areas, including the mental health clinic, before any actual construction is started. He called for making the fiscal year 19 6 7- 68, "a breath- catching time," during which the trustees can ascertain "where we are going." In addition to the proposed mental health clinic, Earman named the intensive care unit and the vacant second floor of the hospital's new $2 million wing for further study.

In the interim Earman said the trustees could find out how many nurses are available and be ready to open the mental health clinic which he estimated would be about 1970. He said the $70,000 will bo spent on expert consultants and architect, engineering and attorneys' fees. Although the motion passed unanimously, trustee Mrs. Martin Blork charged that the ac-tim will also block construction of the out-patient mental health clinic in Fort Pierce. She said that unit is part of the overall mental health program for this four-county area and federal funds will not be available to St.

Lucie County if the In-patient clinic is not built here. She said the matching funds will be channeled to some other area. Earman took to task the Indian River County Taxpayers' Association which has publicly op posed the immediate construction of the clinic saying "If they think this board is so stupid we're going out and spend (i ho estimated for the clinic) without knowing where we re going to spnd it, they are off the deep end." In another action, the board approved pay raises and several fringe benefits for nurses effec tive Oct. 1. The new salaries range from a low of $4S5 per month for new graduate licens ed practical nurses to $575 per month lor house supervisors.

In addition, each year for the next five years a five per cent in crease will be automatically added and a re-evaluation of each nurse will be conducted periodically. Fringe benefits Include vaca tions which were not previously authorised, seven paid holidays, sick leave, attendance bonuses for not using sick leave, Iciwe api roved when a member of the tamlly dies, payment by the hosp tal of Blue Croa insurance and time and a hJ for cveitime.
